Per project. If you run several projects, each one is metered and billed independently — you can mix plans across them.
Public API and asset requests are blocked once a project is over its quota, rather than serving traffic and surprising you with an overage bill. Limits are generous enough that hitting one is a clear signal it's time to upgrade.
Only genuine external traffic — the published content API and asset delivery hit by your site or integrations. Nothing you do inside the Dashboard itself counts against your limit.
Storage is the total size of everything you've uploaded. Bandwidth is how much of that gets served to visitors and API callers over a month.
